Bushenyi, Kiboga, Kitgum get high courts

The Principal Judge, Dr. Flavian Zeija has deployed 11 recently appointed Acting Judges of the High Court and operationalized three new High Court Circuits.

The Principal Judge in a circular dated August 30, 2023, says that the new High Court Circuits to be operationalized include Bushenyi which is being carved out of Mbarara, Kiboga curved out of Mubende, and Kitgum High Court which has been under Gulu High Court Circuit.

The deployments have seen Lady Justice Flavia Nabakooza taken to the Land Division while the outgoing Judiciary Public Relations Officer, Justice Jameson Karemani deployed to Kiboga as the Judge.

The new courts being operationalized are part of Chief Justice Alfonse Owiny-Dollo’s transformational agenda to improve access to justice by bringing courts nearer to the people.

During the launch of the video conferencing facility at Gulu High Court, the Chief Justice observed that the operationalization of the new High Court Circuits will “greatly reduce the long distances that the people have been trekking to access High Court services.”The deployments have also seen circuits with a heavy workload such as Fort Portal, Mbale, and Mukono getting an additional Judge.

The Land Division has also received two additional Judges while the Commercial, Criminal, and Family Divisions have each got one additional Judge.

Justice Amos Kwizera has been deployed to Mbarara High Court but after organizing the Bushenyi Circuit, it’s where he will be going, Justice Phillip Willebrord Mwaka will be at Gulu High Court, and will be going to Kitgum High Court Circuit, Justice David L. Makumbi will go to Fort Portal High Court, Lady Justice Dr. Christine Akello Echookit has been deployed to the Family Division of the High Court.

Others are Lady Justice Jaqueline Mwondha who has been deployed to Mukono High Court, Lady Justice Aisha NaluzzeBatala to the Land Division, Lady Justice Kania Rosette Comfort to the Criminal Division, Lady Justice Patience Emily Rubagumya Tumusiime to the commercial division and the High Court Justice Farouq Lubega will start his judicial career from Mbale High Court.

The judges were appointed last month by President Yoweri Kaguta Museveni.
