Mr Joseph Lule has been installed as the 19th President of the Rotary Club of Sunrise Kampala.
Mr Lule, who is the Principal Policy Analyst at the Ministry of Water and Environment, was installed at a colourful ceremony that took place at Kati Kati Restaurant on Tuesday evening.
Mr Robert Wagwa Nsibirwa, the second Deputy Premier [Katikkiro] and Minister for Finance, Investments, Planning and Economic Development in Buganda Kingdom, presided over the installation.
In his remarks, he thanked the Rotarians for putting trust in him and pledged to work for the growth of the club.
“I feel deeply honoured by the trust placed in me as the 19th President of our platinum club of Sunrise Kampala. I wish to thank our esteemed Guest of Honor for gracing this occasion with your presence, and our District Governor for your unwavering support. Your presence here today signifies the solidarity and strength of our Rotary family,” he said.
“To my Sponsor – Mr Katandi Opio Mercilus and to my mentors Mr Joseph Kitamirike and WCP Racheal Lubowa, whose guidance led me to the doors of Rotary, I owe a debt of gratitude for the growth and journey that followed,” he added.
Mr Lule also announced a new board that he will work with.

“Today marks a significant moment in the history of The Rotary Club of Kampala Sunrise as we embark on a new era of governance. The installation of the 19th board of leadership signifies our commitment to creating magic in our communities as we build leaders for our country,” he said.
Mr Lule also identified four key areas which he said the Board will focus energies and resources for the year ahead:
They are; consolidation of member experience and participation by prioritizing member retention and growth, particularly among young professionals.
“By fostering a member-centered approach and strengthening cohesion within our club, we will create a sense of family that enhances our ability to serve our communities,” he said.
The other is climate change and the environment where focus will be on initiatives such as tree planting and plastic recycling to mitigate the impact of climate change.
He also said they will concentrate on consolidation and completion of past projects such as the Boy Child Uplifting Program (BCUP), Basic Education and Literacy Enhancement Program (BELEP), Maternal Health Care, WASH initiatives and ongoing Club projects to ensure their success and sustainability.
The other is enhancing home hospitality and bonding among members, fostering deeper connections and a stronger sense of community.
“By strengthening our internal bonds, we will be better equipped to create magic in the communities we serve. None of these goals can be achieved without the collective effort and support of each and every member of our club,” he said.
PDG Robert Waggwa Nsibirwa shared 5 Top Tips for leading volunteers;
– Be human (have empathy for the volunteers you lead, have emotional intelligence)
– Have integrity (integrity goes beyond money, it involves being accountable in all situations, it’s about being consistently consistent in your dealings)
– Ensure that you are above the noise (have situational awareness to avoid quick judgement)
– Never give advise in public to people you serve with. (Create time for private conversations with your members)
– Be intentional (look out for your members)

Joseph Lule is an Economist with a rich background spanning over 12 years, where he has honed skills in macroeconomic management, strategic planning, and policy analysis across various sectors. He holds a Bachelor’s degree in Economics from Makerere University Kampala and a Master of Arts in Economic Policy and Planning. He has undertaken various professional development short courses reflecting his commitment to staying updated on global economic trends.
Currently, Joseph serves as a Principal Policy Analyst at the Ministry of Water and Environment, where he leads in preparing project proposals and mobilizing green financing from international sources such as the Green Climate Fund (GCF) and the Adaptation Fund (AF) among other duties. His active engagement in policy formulation, analysis and monitoring with a niche in global climate negotiations underscores his dedication to environmental sustainability and proactive policy involvement.
Beyond his professional life, Joseph harbors a passion for coffee trading and cultivation, operating at a medium scale.
Joseph’s Rotary journey commenced in 2019 under the Presidency of PP Margaret Kasekende. He has since taken on various roles within the Club, including Assistant Sergeant at Arms, Sergeant at Arms, Club Administrator, and most recently, President-Elect/Strategic Planning Officer, demonstrating his commitment to service and community development through Rotary. Joseph is excited and looking forward to contributing his talents and proficiency to the Rotary areas of focus.
