President Museveni has granted pardon to the former Managing Director of National Social Security Fund (NSSF), David Chandi Jamwa, and 10 other prisoners.
Museveni granted pardon to Jamwa, Vincent Ntale, Nelson Drabo, James Omirambe, Samuel Aliama and Francis Leku. Others are Joseph Kabila, Yoha Ayitia alias Samu, Fred Kato and Jackson Owino.
“In the exercise of the power vest in me under article 121 (1) (a) of the constitution of the republic of Uganda, 1995 as mended and on the advice of the advisory committee on the prerogative of mercy, I hereby grant to the person below, on public health and humanitarian grounds,” the President’s letter reads in part.
In 2011, the Anti-Corruption Court slapped a 12-year sentence on Jamwa for causing a 3.1 billion shillings loss to NSSF in 2007. He was found guilty of selling several government bonds to Crane Bank before their maturity dates. The Judge barred Jamwa from holding any public office for a period of 10 years after serving the sentence
However, he appealed the conviction and the sentence before the Court of Appeal, where it was upheld by a panel of three judges; Steven Kavuma, Kenneth Kakuru and Apio Aweri.
President Museveni often pardons convicts under the prerogative of mercy. In August 2023, President Museveni pardoned the former Permanent Secretary of Public Service Jimmy Lwamafa and 199 other convicts.
