In a bold move to reorganize the government and ensure effective implementation of the NRM Manifesto and Uganda National Vision 2040, President Yoweri Kaguta Museveni has reshuffled Resident District Commissioners (RDCs) and Deputy Resident District Commissioners. Buyinza Adam Luzindana, CEO of Public Opinions, has advised the newly appointed RDCs to prioritize their constitutional duties, serving the people and the President, rather than catering to political masqueraders and land grabbers.
Luzindana, a former Regional Chairman for NRM Youth League Kampala Region, emphasized the importance of RDCs executing their roles diligently, without fear of intimidation from powerful individuals claiming connection to the President or First Family. He reminded them that the President’s interest lies in localizing NRM Government policies and programs, and that they should focus on educating the people on how to benefit from key government projects.
Luzindana advised RDCs to ignore Masqueraders and so-called powerful people in the districts and execute their duties without fear from such political mafias. He also cautioned them against engaging in corruption practices and instead, help the Government by monitoring its programs, educating people on how to benefit from key government projects and programs.
As the Chairman of the District Security Committee, RDCs are expected to be patient, listen to all parties, look for facts before taking action, avoid being influenced by political masqueraders and so-called powerful people. If they fail to do as expected, the President will take action against them, and they may regret –Buyinza Adam Stated.
Buyinza has seen many RDCs falling into traps of masqueraders and people who posture to be connected and powerful. He reminded them that the Constitution grants the President the power to appoint RDCs under Article 203, which outlines their responsibilities in ensuring peace, security, and development within their respective districts.
The Local Government Act provides further guidance on the role and functions of RDCs, empowering them to oversee the activities of local governments, maintain law and order, and coordinate government services within their jurisdictions.
RDCs often receive directives directly from the President or the Office of the President led by the Minister and assisted by the Secretary Office of the President and the RDC Secretariat. These directives may relate to specific government initiatives, security matters, or development projects, and RDCs are expected to ensure their implementation.
RDCs work closely with various government ministries and agencies, receiving guidelines and instructions regarding the implementation of sector-specific programs and policies within their districts.
Notably, Buyinza Adam pointed out that the President is concerned that people in districts have not been adequately informed about the Money Economy initiative, a key government program aimed at promoting economic growth and development. RDCs must therefore take the lead in engaging the people, providing them with necessary information, and educating them on how to benefit from this initiative.
Buyinza Adam Luzindana’s advice to RDCs serves as a call to action, urging them to prioritize their duties and serve the people with integrity. By doing so, they will contribute to the achievement of the NRM Manifesto and Uganda National Vision 2040, and demonstrate their commitment to the President’s vision for a prosperous and developed Uganda.
